The Scottish Ministers are presently considering proposals for implementing Articles 7, 8 and 9 of the EU Directive (2002/91/EC) on the energy performance of buildings by using the Building (Scotland) Act 2003 and amending both the Building (Scotland) Regulations 2004 and the Building (Procedure) (Scotland) Regulations 2004.
